1. General Information
1.1. About the Buyer
The Business Association of Georgia is a non-profit legal entity founded in 2009, uniting up to 130 business groups and holding companies. Consequently, each holding group includes large, medium, and small business organizations. Therefore, in total, the Business Association of Georgia unites over 1,200 companies of various sizes.
The main purpose of the organization is to represent and protect the legitimate and objective business interests of its member companies.
To improve the country's business environment and in accordance with the interests of member companies, the Business Association of Georgia has been actively working for years on economic and legislative reforms that contribute to the development of the private sector and economic growth.
1.2. Title and Description of the Procurement Subject
NNLE "Business Association of Georgia" (I/C 205282781) announces a tender for the preparation of narrative information and educational materials, as well as conducting relevant training, to raise awareness within the framework of the Association Agreement and the Deep and Comprehensive Free Trade Area (DCFTA) Agreement signed between Georgia and the European Union.
Service Details:

Preparation of Narrative Report: Covering the status of adoption of sectoral legislation defined by the Association Agreement and the DCFTA, as well as information on additional sectoral legislation for the next stage of Georgia's EU integration.

Training Materials: Must cover EU market principles, the competencies of EU structures, descriptions of legislation adopted by Georgia across various sectors, and the harmonization of Georgian legislation with the EU.

Training Organization: Conducting training sessions for association members covering EU market and legislation topics.
Note: Services shall be delivered in the Georgian language.
2. Pricing Request Terms
2.1. Pricing must be submitted electronically by sending a signed document to the email address specified by the Buyer.
2.2. The price specified in the proposal must include all taxes provided for by the legislation of Georgia.
3. Form, Place, and Term of Service Delivery
3.1. Services will be delivered in Tbilisi, Georgia.
3.2. The prepared narrative report and training materials will be handed over to the Buyer for consultation with interested parties, and amendments will be made based on the results of these consultations.
3.3. Trainings will be conducted based on a relevant agreement, no later than December 2025.
4. Payment Terms
4.1. Payment will be made in stages, following the delivery of the corresponding portion of services, in proportion to the fulfillment of obligations assumed under the contract, within 5 working days via bank transfer.
5. Qualification Requirements
5.1. Participation in the tender is open to an adult individual who meets the following requirements:

Higher education – minimum Master's degree;

Fluency in English;
-
At least 3 years of experience in academic activities on EU integration issues;

At least 5 years of experience working in relevant agencies and/or structures involved in Georgia's European integration process.

Experience working as a consultant in international projects will be considered an advantage.
6. Determination of the Winner
6.1. Individuals interested in the tender must submit their proposals to the Buyer's email address: [email protected]. The tender will be conducted under the so-called "single envelope" principle.
Note: The Buyer is not obligated to provide oral or written explanations to participating individuals regarding any decision related to the tender.
7. Documentation to be Submitted by the Applicant
7.1. Price offer considering Clause 1.2 of this document. The price must include all taxes determined by Georgian legislation, submitted as a signed, scanned version.
7.2. The following personal data of the individual: First Name, Last Name, Personal Identification Number.
7.3. Documents confirming compliance with qualification requirements (electronic copies).
8. Additional Information
8.1. The Buyer reserves the right to verify any information received from applicants. In the event that information provided by an applicant is confirmed to be false or falsified, the applicant will be disqualified.
8.2. Additional information may be requested from applicants and/or submitted information may be clarified during the tender process.
