The Business Association of Georgia Held a Working Meeting Regarding the New Regulations on Labor Migration

6 Apr '26

The Business Association of Georgia (BAG), within the framework of the Legislative Framework Development Committee, held a working meeting with representatives of its member companies. The main topic of the meeting was the newly introduced regulations in the field of labor migration and the challenges faced during their practical implementation.

The meeting thoroughly reviewed the 2025 amendments to the Law of Georgia "On Labor Migration" and the Government of Georgia's Decree N70 of 2026. Based on these enactments, new obligations were established for foreign employees and their local employers, and specific procedures were outlined for non-resident self-employed individuals who provide services to resident and non-resident legal entities.

Key Issues Discussed

The participants examined the legal and procedural complexities that have arisen since the new regulations came into force regarding the employment of foreigners or the procurement of services from them. Particular emphasis was placed on the legal and procedural difficulties stemming from the new rules and the potential negative impact of these hurdles on the execution of several major, high-tech, and large-scale infrastructure projects.

The meeting aimed to facilitate information exchange among Association members regarding these challenges and to establish a unified position for future workflow planning and coordinated management.

"For the Business Association of Georgia, it is crucial that the labor migration management process is transparent and efficient; however, at the same time, it must not hinder business activities or the country's ability to attract qualified personnel. Meetings in this format help us gather detailed, practical feedback from businesses regarding existing issues so that we can work together to resolve them," stated Levan Vepkhvadze, Executive Director of the Business Association of Georgia.
